Healthcare Access Program
HAP
No one should skip care or prescriptions because of cost. The Healthcare Access Program (HAP) helps low‑ to moderate‑income individuals and families pay for the medical care they need but cannot afford.
We support community members who:

Have Medicare, Covered-Caifornia, employer‑based insurance, or are uninsured
-
Do not qualify for Medi‑Cal or still have high out‑of‑pocket costs
-
Live in the South Bay area of Los Angeles County
-
Are struggling to pay medical, hospital, or prescription bills
You do not need to have a chronic illness to qualify.

What HAP Helps Pay For
We may be able to help with:

Medication costs (including brand‑name and specialty prescriptions)
-
Eye prescriptions and vision‑related medications
-
Hospital and ER visit bills
-
Urgent care visits
-
Surgery costs (inpatient and outpatient)
-
Outpatient procedures, diagnostic tests, and imaging (X‑rays, CT, MRI, lab work, etc.)
-
Doctor visit co‑pays, co‑insurance, and deductibles
-
Insurance premiums and other health‑related costs on a case‑by‑case basis
Our goal is to provide some financial relief with medical bills to help support your financial well being. ​

How the Program Works

We review your income, household size, and medical needs to see if you qualify.

Financial assistance
-
If eligible, HAP can pay some or all of your approved medical and prescription costs, up to program limits.

We prioritize urgent needs, recent bills, and situations where a bill is preventing you from getting care.

Enrollment and coverage help
-
We help you apply for affordable coverage such as Medi‑Cal, Covered California, and prescription assistance programs.

Our team works with you to lower your ongoing costs, not just one bill.

We work directly with clients, caseworkers, clinics, hospitals, and pharmacies whenever possible.

Who Can Apply
To qualify for the Healthcare Access Program, applicants should:

Have income at or below 250% of the Federal Poverty Level
-
Reside in Los Angeles County
-
Be low to moderate income community members,
with a focus on BIPOC (Black, Indigenous, and people of color) households
-
Have current or upcoming medical, hospital, or prescription costs they cannot afford

Do you Need Help Paying for Prescription Eye Glasses?
Depending on your income, you may qualify for full or partial help paying for your eye exam and/or prescription eyeglasses.

The purpose of this program is to reduce barriers to vision care by helping eligible applicants pay for low-cost eye exams, prescription lenses, and basic frames when poor vision is affecting daily life, school, work, safety, or health. We prioritize practical access to basic corrective eyewear rather than premium retail options.

Covered services

Basic comprehensive eye exam when needed to obtain a prescription.

Basic prescription eyeglasses with standard single-vision lenses.​

Low-cost frames from approved vendors.​
-
Exception review for bifocals, progressives, or higher-cost lens needs when medically necessary and documented by a provider.​

This is a one-time assistance program

Eligibility
Applicants should meet all of the following baseline criteria:

Live in Los Angeles County
-
Meet the income guideline: Can earn up to 250% of the Federal Poverty Level (See FPL chart at bottom of page.)
-
Need an eye exam, prescription eyeglasses, or both.
-
Lack another affordable way to obtain covered vision services.
-
Agree to use approved low-cost vendors and stay within the approved funding cap.
